The 2/3 requirement for raising taxes is one of the few things that's saved us from devolution into a socialist nightmare. The legislature would like the combined property, sales and income taxes to be about 50% of the average worker's income, and would like to see the welfare roles rise to a quarter of the adult population. Apparently nothing will be resolved until we throw out the whole bunch in Sacramento and start over. Since the 1980s, California legislators have become increasingly incompetent.
